Dr Andreja Mihailović is our consultant for cyber law and information security.
She is a teaching assistant in the field of criminal law subjects at the Faculty of Law, University of Montenegro, and a guest lecturer in the “Computer Crime” module at University College Cork (UCC) in Ireland. She holds a Master’s degree in business law from the Faculty of Law, University of Belgrade, and in 2020, she earned her PhD after successfully defending her dissertation on the topic “Derivative Action,” for which she conducted research at the University of Birmingham (UK) as a British scholarship Trust fellow, where she also undertook additional training in information security, digitalization, and data protection. In addition, she has completed several programs at the Institute for Sociological and European Research (ISES, Hungary), University of Tartu (Estonia), Southeast Europe Dialogue on Internet Governance (SEEDIG, Moldova), the e-Government Summer Academy of the Swedish Institute at the University of Linköping (SEGRID, Sweden), the Marie Curie Alumni Association’s “From Research to Innovation” program, the summer school “EU and Legal Reform” (CCSDD, University of Bologna), Digital Week (University Côte d’Azur), and “Cybersecurity in a Global Digital Age: Policy and Management” (Ministry of Foreign Affairs and International Cooperation of Italy, Luiss School of Government), among others.
She has published a significant number of papers in prestigious domestic and international journals in the fields of commercial and criminal law, focusing on IT law, cybersecurity, computer crime, digital investigations, electronic evidence, cyber diplomacy, and the legal-political aspects of digital transformation, including the monograph Information Technology Law Montenegro published by Wolters Kluwer. She was the coordinator of the national project team for the development of the application for the location of the “Western Balkans Cyber Capacity Building Centre (VB3C)”—a project of the French Ministry of Foreign Affairs in collaboration with the Government of Slovenia aimed at establishing a regional structure to strengthen cyber resilience and develop cyber capacities in the economies and administrations of the Western Balkans. She is a member of the organizational team of the ITU Her Cyber Track project and the director of the first educational program of the European Security and Defence College in Montenegro in the field of cybersecurity.
In 2022, she was selected as a distinguished expert in the field of digitalization to assess the knowledge, abilities, competencies, and skills necessary for working in state bodies by the Human Resources Administration of Montenegro, where she also serves as a trainer in cybersecurity training programs. In 2023, she conducted research in the field of digital evidence at the Faculty of Law, University of Durham (UK), after which she was appointed as an external member of the Center for Criminal Law and Justice. She is a member of the European Law Institute (ELI), the Executive Academic Board of the ESDC, and the president of Women4Cyber Montenegro.
